One thing that I have learned in human relations is that you can't force people to do your will, any more than you can push water up a hill. Lord knows we waste a lot of time and energy trying though.
Instead the key is to form the landscape in such a way that peoples natural inclination is to flow where you want them to go. This is the essence of "being / non-being".
